Police Say Red Bank Assistant Principal Chastain Had Sex With 17-Year-Old

Thursday, August 12, 2004

Police say an assistant principal at Red Bank High school had sex with a 17-year-old female student on several occasions and also gave her alcohol during a tryst to Atlanta.

An affidavit also states that the former school official, Frank Anderson "Andy" Chastain, has a tattoo of the girl's initials on his buttocks.

Chastain has been charged with statutory rape. He reported to jail on Wednesday night and was released on a $7,500 bond.

He earlier released a statement denying his guilt.

Chastain, 45, resigned from the county schools on June 4 after he was suspended while the charges were being investigated.

He taught for 10 years at Red Bank High and was an assistant principal for two years. He also was an assistant football coach.

An affidavit says the student told Child Protective Services that she had been having a sexual relationship with Chastain for several months. She said the relationship began with emails when she was 15, then it progressed to sexual intercourse.

She said she had sex with Chastain at several different locations in Hamilton County, including several locations on Signal Mountain and on last Feb. 2 at the Marriott hotel downtown.

The affidavit says the girl stated that Chastain "had taken her to Atlanta and provided her with alcohol and had sex with her."

Police said the allegations were backed up by a hotel receipt from the Marriot showing Chastain had rented a room there on Feb. 11. They said they obtained a parking ticket that the student got at the hotel parking lot that day.

Police said the student told friends that Chastain "had a tattoo of her initials on his buttocks." They said she drew a picture of the tattoo on a napkin and the drawing was later obtained by police.

A search warrant was used to obtain to photograph Chastain's buttocks "and during the execution of the warrant a tattoo matching (the girl's)'s drawing was located on Chastain's buttocks."

Police said the girl provided her mother with panties she had worn during her sexual encounters with Chastain. Police said they found semen in the panties. They said DNA from the semen has been conclusively matched to be that of Chastain.

A hearing in General Sessions Court is set for Aug. 24.

Thank You, Judge Mattice And Chattanooga

I would like to thank Judge Mattice for handing down a 30.5 year sentence for Kathleen Mathews.  Obviously, no amount of jail time, fines, or lashings can bring back Tim Chapin.   A 30-year sentence will, however, make the world just a little safer.  That's what Sgt. Chapin would have wanted.  He was a protector and sacrificed his life so the rest of ... (click for more)
