Commissioner Cotton picked up his papers on Wednesday afternoon.
His trial in the Tennessee Waltz FBI sting was put off until after the first of the year.
Warren Mackey, who waged a close race with the incumbent four years ago, is also running.
Brian Caldwell plans to be a candidate as a Republican.
Johnny Horne, who has run several times for the Legislature, picked up papers for criminal court clerk. He is a Republican.
Juvenile Court Judge Suzanne Bailey picked up her qualifying papers.
