County Commissioner William Cotton said he has problems with locating the election office out on Amnicola Highway.
He said it will make it difficult for some lower-income innercity people and the handicapped to get to the election site.
But Commission Chairman Fred Skillern said the location at the entrance to the county's Riverport is near the geographic center of the county.
A new building will be constructed for the election office. Charles King has been chosen as the architect.
The office is now at Fourth and Georgia, but officials said the office there is too small, and there is inadequate parking.
The site, along with adjacent tracts owned by the city and the RiverCity Company, was put out for proposals.
The Vincit Group plans an office/condo project there.
Commissioner Lou Miller praised Fran Dzik, who recently resigned as election administrator. She called her "friendly and helpful. She is just a wonderful person."
Ms. Miller said, "I hope they work out their problems out there."
Commissioner Cotton said new Democratic election commissioners are "outstanding citizens." He also said, "It is important that we look forward and not at the past."
Ms. Dzik resigned based on her expected firing by the new Democratic commissioners.
