Five families have refused to sell their property for right-of-way for a widening of Igou Gap Road, city officials said.
City Councilman Jack Benson said the $2 million project was supposed to start in April.
He said, "We are in the best construction time, but are unable to work because we did not get all the property."
Among those not selling is Robert Reid, who ran against Councilman Benson in the last election. He lives behind CheeBurger, CheeBurger. Four of his neighbors have also declined offers for their property.
Councilman Benson said the city could re-engineer the project to go around the five properties, or could exercise eminent domain. He said he would prefer routing around them because condemnation would hold the project up too long.
He said the ditches along the two-lane Igou Gap Road are eroding, and the main section of the heavily-used road is also weakening.
The project would widen the road and add a center turn lane.
