Barbara Kelley and Steve Parks are the first candidates to file applications for the District 6 City Council vacancy.
Mrs. Kelley is the widow of former Chattanooga Mayor Ralph Kelley.
Mr. Parks is the former chief of the Chattanooga Police Department. He said he would not be interested in running for the seat, but would be a "caretaker" until the election next Feb. 5.
Mr. Parks noted that he had 28 years with the police department and is knowledgeable about the workings of city government. He has lived for 28 years at 119 Amherst St.
The deadline to submit applications is next Monday at 4:30 p.m.
Marti Rutherford resigned from the District 6 seat on Monday after a question was raised about her residency.
It will be up to the remaining eight members of the City Council to name her replacement.
