a) An ordinance waiving any fees or restrictions for use of the right-of-ways throughout the Downtown Central Business District to allow placement of signs, banners, decals, and other displays of various sizes to promote the NCAA Championship Game during the week of December 14-19, 2009 only, subject to certain conditions.

b) An ordinance to amend Ordinance No. 12288, entitled “An ordinance, hereinafter also known as ‘the fiscal year 2009-2010 budget ordinance’, to provide revenue for the fiscal year beginning July 1, 2009, and ending June 30, 2010, and appropriating same to the payment of expenses of the municipal government; fixing the rate of taxation on all taxable property in the City, and the time taxes and privileges are due, how they shall be paid, when they shall become delinquent; providing for interest and penalty on delinquent taxes and privileges,” so as to set forth the budget of the Interceptor Sewer System and to amend Chattanooga City Code, Part II, Chapter 31, Sections 31-36, 31-37, 31-41, and 31-43.

a) An ordinance appropriating, authorizing or allocating funds to the Capital Improvements Budget for the fiscal year 2009/2010 and to amend the fiscal year 2009/2010 Budget Ordinance No. 12288 and to amend the 2008/2009 Capital Budget No. 12161. (Deferred from 11/17/09.)

b) MR-2009-112 Chestnut Properties, LLC (Close & Abandon). An ordinance closing and abandoning the 900 block of East 23rd Street, a portion of the unopened 2000 block of East End Avenue, and a portion of an unopened alley located on the west line of the 2000 block of Central Avenue, more particularly described herein, subject to certain conditions. (Recommended for approval by Public Works.) (District No. 7.)

An ordinance closing and abandoning the 900 block of East 23rd Street, a portion of the unopened 2000 block of East End Avenue, and a portion of an unopened alley located on the west line of the 2000 block of Central Avenue, more particularly described herein.

VII. Resolutions:

a) A resolution adopting a five-year Capital Improvement Plan, subject to future revision, a copy of which is attached hereto and made a part hereof by reference. (Deferred from 11/17/09.)

b) A resolution authorizing the Director of General Services to enter into an agreement with Brightbridge for the administration of the EPA Brownfield Revolving Loan Fund, with a two-year contract for staffing, in an amount not to exceed $191,000.00.

c) A resolution authorizing the Director of General Services to enter into an agreement with Brightbridge for the administration of the Brownsfield Grants at Ohls Avenue and the Anchor Glass Office Building sites for a cost of $11,300.00 for Ohls Avenue and $14,000.00 for the Anchor Glass Office Building.

d) A resolution authorizing the Chief of the Chattanooga Fire Department to enter into a contract with ________________ to construct Fire Station No. 7 at Enterprise South in the amount of _______________, with a contingency in the amount of ___________________, for a total cost not to exceed _________________.

b) MR-2009-118 New Horizon Baptist Church (Close & Abandon). An ordinance closing and abandoning the 2700 block of 2nd Avenue, more particularly described herein. (Recommended for denial by Public Works.)

c) MR-2009-152 City of Chattanooga c/o Bill Payne (Close & Abandon). An ordinance closing and abandoning a portion of the sewer line as referenced by M.F. 100337 and replace with a newly constructed sewer line located at the 6700 block of Bonny Oaks Drive, more particularly described herein. (Recommended for approval by Planning and Public Works.)

d) MR-2009-161 City of Chattanooga c/o Bill Payne (Close & Abandon). An ordinance closing and abandoning a portion of a sewer easement Reference No. M.F. 10436 located in the 1500 block of Long Street, more particularly described herein. (Recommended for approval by Planning and Public Works.)

7. Resolutions:

a) A resolution authorizing John Fellers to use temporarily 1419 Williams Street and Southside Galleries to install a gate, as shown on the drawing attached hereto and made a part hereof by reference, subject to certain conditions.

b) A resolution authorizing C. F. Cagle to use temporarily 27 West Main Street to install a canopy, as shown on the drawing attached hereto and made a part hereof by reference, subject to certain conditions.

c) A resolution authorizing Ty Cooper to use temporarily West Main Street located at Tax Map No. 145L-B-022 to install a canopy, as shown on the drawing attached hereto and made a part hereof by reference, subject to certain conditions.

d) A resolution authorizing Jeff Denton to use temporarily a right-of-way located at the south west corner of Gunbarrel Road and Min Tom Drive for the placement of a signage, as shown on the drawing attached hereto and made a part hereof by reference, subject to certain conditions.

e) A resolution authorizing the City of Chattanooga WellAdvantage Program to execute a contract with ChipRewards, Inc. to provide an employee incentive program.

A resolution declaring surplus property located at 5991 Hickory Valley Road, jointly owned by the City and Hamilton County; authorizing the acceptance, by execution of the Mayor, of the offer to purchase from Archer, Daniel, Midland Company; and authorizing the Director of General Services to execute a deed and other closing documents to transfer said property to Archer, Daniel, Midland Company.

East Ridge Hires Stump Martin As First Recreation Director

East Ridge City Manager Tim Gobble announced that Marvin “Stump” Martin has been selected as the city's first director of parks and recreation. Hamilton County Woman Charged With TennCare Drug Fraud

A Hamilton County woman has been charged with trying to use the state’s public healthcare insurance program to pay for a forged prescription. The Office of Inspector General on Tuesday announced the arrest of Detrice Ann Moon, 42, of Chattanooga.   Ms. Moon’s arrest was assisted by the Hamilton County Sheriff’s Office. Thoughts On The Mathews Sentencing

It is not by coincidence I haven’t submitted an opinion piece in some time to the Chattanoogan.  The topics I cover are generally vitriolic in regards to local political decisions and their makers regarding public safety and I do not wish to associate my name with more noble subjects such as that of the heroic death and cowardly murder of Chattanooga Police Sergeant Tim Chapin, ... Thank You, Judge Mattice And Chattanooga

I would like to thank Judge Mattice for handing down a 30.5 year sentence for Kathleen Mathews.  Obviously, no amount of jail time, fines, or lashings can bring back Tim Chapin.   A 30-year sentence will, however, make the world just a little safer.  That's what Sgt. Ford's Game-Winner Leads Irish Past Chargers
