b) MR-2009-112 Chestnut Properties, LLC (Close &
Abandon). An ordinance closing and abandoning the 900 block of East
23rd Street, a portion of the unopened 2000 block of East End Avenue,
and a portion of an unopened alley located on the west line of the
2000 block of Central Avenue, more particularly described herein,
subject to certain conditions. (District No. 7.)

VI. Ordinances – First Reading:

a) An ordinance to amend Chattanooga City Code, Part
II, Chapter 32, Section 32-178 relative to the Standard Street
Numbering and Addressing Policy for the City of Chattanooga, and to
amend Chattanooga City Code, Part II, Chapter 32, Article IX, relative
to street names. (Deferred from 11/17/09.)

b) MR-2009-118 New Horizon Baptist Church (Close &
Abandon). An ordinance closing and abandoning the 2700 block of 2nd
Avenue, more particularly described herein. (Recommended for denial
by Public Works.)

c) MR-2009-152 City of Chattanooga c/o Bill Payne
(Close & Abandon). An ordinance closing and abandoning a portion of
the sewer line as referenced by M.F. 100337 and replace with a newly
constructed sewer line located at the 6700 block of Bonny Oaks Drive,
more particularly described herein. (Recommended for approval by
Planning and Public Works.)

d) MR-2009-161 City of Chattanooga c/o Eric Cummings
(Close & Abandon). An ordinance closing and abandoning a portion of a
sewer easement Reference No. M.F. 10436 located in the 1500 block of
Long Street, more particularly described herein. (Recommended for
approval by Planning and Public Works.)

VII. Resolutions:

a) A resolution authorizing John Fellers to use
temporarily 1419 Williams Street and Southside Galleries to install a
gate, as shown on the drawing attached hereto and made a part hereof
by reference, subject to certain conditions.

b) A resolution authorizing C. F. Cagle to use
temporarily 27 West Main Street to install a canopy, as shown on the
drawing attached hereto and made a part hereof by reference, subject
to certain conditions.

c) A resolution authorizing Ty Cooper to use
temporarily West Main Street located at Tax Map No. 145L-B-022 to
install a canopy, as shown on the drawing attached hereto and made a
part hereof by reference, subject to certain conditions.

d) A resolution authorizing Jeff Denton to use
temporarily a right-of-way located at the south west corner of
Gunbarrel Road and Min Tom Drive for the placement of a signage, as
shown on the drawing attached hereto and made a part hereof by
reference, subject to certain conditions.

e) A resolution authorizing the City of Chattanooga
WellAdvantage Program to execute a contract with ChipRewards, Inc. to
provide an employee incentive program.

f) MR-2009-064 City of Chattanooga c/o Dan Thornton
(Mandatory Referral). A resolution authorizing the acquisition of an
abandoned railroad easement at the intersection of Bell Arbor and
Wisdom Street for a cost not to exceed $45,000.00, subject to
appropriation.

g) MR-2009-173 City of Chattanooga and Hamilton
County c/o Dan Thornton (Mandatory Referral). A resolution declaring
surplus property located at 5991 Hickory Valley Road, jointly owned by
the City and Hamilton County; authorizing the acceptance, by execution
of the Mayor, of the offer to purchase from Archer, Daniel, Midland
Company; and authorizing the Director of General Services to execute a
deed and other closing documents to transfer said property to Archer,
Daniel, Midland Company.

2009-165 Metier Company, LLC (from R-1 to R-T/Z). An ordinance to
amend Chattanooga City Code, Chapter 38, Zoning Ordinance, so as to
rezone tracts of land located at 406, 408, 410, and 412 Harper Street,
more particularly described herein, from R-1 Residential Zone to R-T/Z
Residential Townhouse/Zero Lot Line Zone. (Not recommended for
approval by Planning.)

7. Resolutions:

a) A resolution authorizing the Administrator of the
Department of Neighborhood Services and Community Development to award
$527,828.00 of HOME Investment Partnership Act Funds and program
income derived from Tennessee Housing Development Agency (THDA) funded
projects to organizations for the purpose of creating affordable,
permanent, supportive housing, a list of which is included, and
authorizing agreements with the organizations for same.

b) A resolution authorizing the award of a contract to Mayse
Construction Company for Sanitary Sewer Relocation relative to the
replacement of the Hamilton County Railroad bridge over Bonny Oaks
Drive as part of the Volkswagen Project for a total amount not to
exceed $164,731.65. (Asking that this be added to 12-1-09 Agenda.)

c) A resolution authorizing the City Attorney to enter into an
agreement with King & Spalding, LLP for legal services relative to the
Water Quality Program.

d) A resolution authorizing the Administrator of the
Department of Public Works to enter into an agreement with Volkert &
Associates, Inc. relative to Contract No. E-07-007-401, Walnut Street
Bridge North Viaduct Improvements, in an amount not to exceed
$89,890.00.

Hamilton County Woman Charged With TennCare Drug Fraud

A Hamilton County woman has been charged with trying to use the state’s public healthcare insurance program to pay for a forged prescription. I would like to thank Judge Mattice for handing down a 30.5 year sentence for Kathleen Mathews.  Obviously, no amount of jail time, fines, or lashings can bring back Tim Chapin.   A 30-year sentence will, however, make the world just a little safer.  That's what Sgt.
