The East Ridge City Council on Thursday night agreed to allow Thompson Engineering to resume work on the Exit 1 project, though some council members have questioned the project.
The council agreed to allow the firm to spend up to $21,400 on the project, which was initially expected to cost some $400,000 and include a veterans memorial and a flag display.
Councilman Tom Card made a motion to authorize up to $109,000 in work on the project. However, that motion was withdrawn.
Councilman Brent Lambert said a dollar figure should not be included until recommendations are made by the engineering firm.
East Ridge officials said they want to spruce up the exit off I-75 to the city and encourage more visitors.
In other action, the council honored Bill Muse, who is retiring after 37 years with the police department.
He was chief from 1993 to 1997.
The council still has not taken action on a proposal for East Ridge to accept 10 animals per year from Signal Mountain.
The resolution was taken "off the table" to await more deliberation.
