Developer Vincent Morse said he is planning to build 46 new homes behind the old KMart in East Ridge.
Mr. Morse, of G&M Inc., said he is taking over a subdivision near McBrien Road that was started by builder Terry Case.
Three homes were built in the initial project.
Mr. Morse said those homes will be blended in with the new neighborhood for a total of 49 homes.
He said his firm is "certified green" and leaves as much existing vegetation as possible. He said, "We don't clearcut. We have heavy landscaping in our projects."
He said half an acre of the 6.6-acre property will be used for a retention pond.
The property has been raised out of the flood plain, he said.
A road has already been built into the subdivision.
Plans are to get underway on the new homes in May.
