County's No-Tax-Increase Budget Increases Spending By $799,000

County Mayor Claude Ramsey on Thursday morning said the county plans a no-tax-increase budget that increases overall spending by $799,000.

He said there are no raises included in the budget, but there are also no employee layoffs.

Mr. Ramsey said because there are no raises, he is recommending that the County Commission not increase the amount employees contribute for health insurance. The county earlier set a plan to raise the employee contribution to 15 percent by going up one percent a year. Mr. Ramsey recommended that it stay at 12 percent.

The amount to the county schools goes from $358.9 to the requested $371.9 million.

The total budget will be $197.3 million counting the $33.6 million that goes for debt service.

The County Commission is set to finalize the budget on Aug. 12.

Mr. Ramsey said income from real and personalty taxes is up $2.9 million and an extra $476,305 was taken in from EPB.

But he said costs paid to the private Corrections Corporation of America to operate the workhouse rose $809,000.

There is an expense of $360,771 with opening of the new Enterprise South Nature Park.

The county is providing an additional $333,493 to the Regional Planning Agency after it was noted that agency no longer has a significant fund balance of its own.

Costs are up $204,000 at the election office because of two major elections this year.

Mr. Ramsey said the county used less of its own fund balance last year - $1.7 million - than had been projected.

The budget includes continuing to set aside $900,000 for each of the nine commissioners to distribute as they wish at $100,000 each.

Hamilton County Woman Charged With TennCare Drug Fraud
