a) 2010-088 City of Chattanooga (Rezoning). An ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning Ordinance, so as to rezone tracts of land located at 5050, 5336, and 5344 Hunter Road, more particularly described herein, from temporary R-1 Residential Zone to R-1 Residential Zone and temporary C-2 Convenience Commercial Zone to C-2 Convenience Commercial Zone. (Planning version) (District No. 4.)

VI. Ordinances – First Reading:

a) An ordinance to amend Chattanooga City Code, Part II, Chapter 31, Sewers, Mains and Drainage. (Public Hearing.)

b) MR-2010-093 Dale D. Darby (Abandonment). An ordinance closing and abandoning a portion of a 30 foot sewer line easement MF #52141 located in the 5500 block of Cassandra Smith Road, subject to certain conditions. (District No. 3.)

VII. Resolutions:

a) A resolution authorizing the Administrator of the Department of Public Works to execute a lease with Volkswagen of Chattanooga Operations, LLC or assignee for a tract of land at Summit Landfill. (Deferred by Public Works.)

b) A resolution authorizing the Administrator of the Department of Public Works to enter into a Landfill Gas Agreement with Volkswagen of Chattanooga Operations, LLC or assignee. (Deferred by Public Works.)

c) A resolution authorizing the Administrator of the Department of Public Works to execute easements with the Electric Power Board for electric distribution lines across Summit Landfill property. (Deferred by Public Works.)

d) A resolution authorizing the Administrator of the Department of Parks and Recreation to enter into an agreement with Friends of the Zoo for the lease and management of the Chattanooga Zoo at Warner Park. (Deferred from 8/10/10.)

e) A resolution authorizing the Police Chief to pay UT-MTAS for customized training in the amount of $11,200.00.

f) A resolution expressing the intent of the City of Chattanooga to issue bonds in the aggregate amount not to exceed $20 million of the City of Chattanooga, Tennessee for the purpose of paying all or a portion of the costs of the following: CARTA match funds; road improvements – Hamill Road; Riverstreet extension; Rossville Boulevard streetscape; Jersey Pike at Pelican Drive R/R crossing; Fairmont Safewalk; road improvements – Highway 58 pedestrian and bike facilities; road slope failures; road improvement – Goodwin Drive; road improvements Shallowford Road Gunbarrel to Jenkins; Crest Road Rehabilitation; Thermoplastic Machine; ESIP intersection improvements; ESIP Railway Lines; Tennessee Riverwalk expansion; Enterprise South Nature Park; Ross’ Landing Marina; Montague Park Development; Fire Station replacement; security cameras; phone system replacement; public safety wireless infrastructure; city wide time clock; fleet leasing program; warehouse on Main Street. g) A resolution adopting a five-year Capital Improvement Plan, subject to future revision, a copy of which is attached hereto and made a part hereof by reference.

h) MR-2010-107 City of Chattanooga c/o Dan Thornton. A resolution authorizing the acceptance of a donation of property located adjacent to the Norfolk Southern Railroad tracks near the Hamill Road crossing from Tommy Austin, more particularly described herein, and authorizing the Administrator of Public Works to execute any and all documents necessary relating thereto.

i) MR-2010-118 City of Chattanooga c/o Dan Thornton. A resolution authorizing the Director of Parks and Recreation to acquire Tatum Park, 1603-1615 Union Avenue from Tennessee Temple University for a consideration of $205,000.00, plus closing costs payable over two (2) fiscal years and authorizing the Director of Parks and Recreation to execute any and all documents necessary relating thereto.

a) A resolution authorizing the increase of Purchase Order No. 502190 amount for Haman’s New Drivers to complete driver training classes through the Summer for an additional amount of expenses not to exceed $79,000.00.

b) A resolution authorizing the execution of Change Order No. 1 relative to Contract No. E-04-036-104, Enterprise South Roadway Extension, Phase II and Sewer Improvements for the additional engineering services with Barge Waggoner Sumner & Cannon, Inc., for an increased amount of $280,750.00, for an amount not to exceed $430,750.00.

c) A resolution authorizing Donna McConnico on behalf of Signal Centers to use temporarily a portion of the south side of Montview Drive at its intersection with Germantown Road, as shown on the maps attached hereto and made a part hereof by reference, subject to certain conditions.

d) A resolution authorizing the Chief of the Chattanooga Fire Department to apply for and, if awarded, accept a Staffing for Adequate Fire and Emergency Response (SAFER) grant from the Federal Emergency Management Agency (FEMA) in the amount of $2,761,740.00 which, if approved, will be used to hire 27 firefighters.

Less Than Month Remains For Free Upgrade To Photo Driver's License

Hamilton County Clerk Bill Knowles said that less than a month remains for county residents wishing to upgrade their non-photo driver’s license without cost in the County Clerk’s Courthouse office. Thank You, Judge Mattice And Chattanooga

I would like to thank Judge Mattice for handing down a 30.5 year sentence for Kathleen Mathews.  Obviously, no amount of jail time, fines, or lashings can bring back Tim Chapin.   A 30-year sentence will, however, make the world just a little safer.  That's what Sgt.
