V. Ordinances – Final Reading:

a) An ordinance to amend Chattanooga City Code, Part II, Chapter 31, Sewers, Mains and Drainage.

b) MR-2010-093 Dale D. Darby (Abandonment). An ordinance closing and abandoning a portion of a 30 foot sewer line easement MF #52141 located in the 5500 block of Cassandra Smith Road, subject to certain conditions. (District No. 3.)

VI. Ordinances – First Reading:

a) MR-2010-075 Yerbey Concrete Construction, Inc. (Abandonment). An ordinance closing and abandoning an unopened alley along the 1900 block of Central Avenue. (District No. 8.)

VII. Resolutions:

a) A resolution authorizing the Administrator of the Department of Parks and Recreation to enter into an agreement with Friends of the Zoo for the lease and management of the Chattanooga Zoo at Warner Park. (Deferred from 8/24/10.)

b) A resolution authorizing the increase of Purchase Order No. 502190 amount for Haman’s New Drivers to complete driver training classes through the Summer for an additional amount of expenses not to exceed $79,000.00.

c) A resolution authorizing the execution of Change Order No. 1 relative to Contract No. E-04-036-104, Enterprise South Roadway Extension, Phase II and Sewer Improvements for the additional engineering services with Barge Waggoner Sumner & Cannon, Inc., for an increased amount of $280,750.00, for an amount not to exceed $430,750.00.

d) A resolution authorizing Donna McConnico on behalf of Signal Centers to use temporarily a portion of the south side of Montview Drive at its intersection with Germantown Road, as shown on the maps attached hereto and made a part hereof by reference, subject to certain conditions.

e) A resolution authorizing the Chief of the Chattanooga Fire Department to apply for and, if awarded, accept a Staffing for Adequate Fire and Emergency Response (SAFER) grant from the Federal Emergency Management Agency (FEMA) in the amount of $2,761,740.00 which, if approved, will be used to hire 27 firefighters.

a) A resolution authorizing the Administrator of the Department of Parks and Recreation to accept a grant in the amount of $27,900.00 from the State of Tennessee Department of Education to support enhanced student achievement through the establishment and operation of a Lottery for Education: After School Program (Building Blocks Program).

b) A resolution authorizing the Administrator of the Department of Public Works to enter into an agreement with Arcadis U.S., Inc. for professional engineering services for Planning, Design, and Construction of Area 2 Closure Cap for City Landfill, Project W-10-003, for an amount not to exceed $644,500.00.

c) A resolution authorizing the Administrator of the Department of Public Works to pay DASAC Corporation for a Sanitary Sewer Easement relative to Contract W-08-010, Airport Road Pump Station and Force Main for Tract 5, property located at 801 Airport Road, in an amount not to exceed $5,859.00. (District No. 6.)

d) A resolution authorizing the Administrator of the Department of Public Works to pay DASAC Corporation for a Sanitary Sewer Easement relative to Contract W-08-010, Airport Road Pump Station and Force Main for Tract 6, property located at 000 Airport Road, in an amount not to exceed $714.00. (District No. 6.)

e) A resolution authorizing the Mayor to apply for and, if approved, accept a Tennessee Agriculture Enhancement Program grant from the Tennessee Division of Forestry in the amount up to and including $8,000.00.

f) A resolution authorizing the Administrator of the Department of Public Works to accept funds from UNUM Group for the purchase of pedestrian lights relative to Project No. E-10-012, UNUM Campus Streetscapes (Walnut Street, 5th Street, Cherry Street, and Lookout Street) for a total amount of $76,620.00, and applied to the Streetscape Pedestrian Light Fixtures account.

g) A resolution authorizing River Street Architecture on behalf of Dan Rose to use temporarily the right-of-way located at the 100 block of E. 14th Street and the 100 block of Johnson Street, for the purpose of providing parking, as shown on the drawing attached hereto and made a part hereof by reference, subject to certain conditions.

Police Blotter: Truck Drivers Steal 711 Gallons Of Diesel

Police said two men driving 18 wheelers stole 711 gallons of diesel from the Mapco on Rossville Boulevard. The diesel was valued at $2,594.44. Station employees said the pair broke out the side panel of a pump and pulled out a key. They drove off after filling up. They were described as two white males.
