CHA, Partners To Break Ground On $4.5 Million Fairmount Development

Thursday, September 09, 2010

Chattanooga Housing Authority officials, the agency’s development partners, city of Chattanooga leaders and officials with the U.S. Department of Housing and Urban Development will break ground on the $4.5 million Fairmount Avenue Development. The ceremony will take place at 10 a.m. on Thursday, Sept. 16, on the three-acre property located at 1311 Fairmount Ave. in North Chattanooga.

CHA was awarded a $3.9 million grant from the U.S. Department of Housing and Urban Development to demolish the existing Fairmount Avenue Apartments and build 18 townhomes on the property that will span over 23,000 square feet. CHA and the City are also providing financial support for this development project.

The new Fairmount Development will include nine two-bedroom and nine three-bedroom units. Some features of the housing complex will include:

Compliance with Enterprise Green Communities and Leadership in Energy & Environmental Design (LEED) criteria for homes. This will address specific aspects of design, development and operations such as energy efficiency and the use of materials beneficial to the environment
Kynar-coated standing seam metal roofs that will incorporate photovoltaic panels to provide 10 percent of the site’s total estimated energy demand
White lapboard siding with energy efficient windows and doors.
Stained concrete floors, environmentally friendly linoleum flooring and wood veneer cabinetry.
Landscaping consisting of either native or non-invasive plant species.
Three all-weather pathways leading down from the housing site and connecting to Dallas Road, Mississippi Avenue and Forest Avenue.

CHA officials expect construction to start at the Fairmount Development later this month, with a tentative completion date of March 2012.

Residents living at the new housing community who are not elderly or disabled will also be required to participate in an upward mobility plan that could lead to homeownership within a specified timeframe.
