Many Top City Officials Get Pay Raises Of About $3,000

Many top city of Chattanooga officials received pay raises of about $3,000 in the new city budget.

Richard Beeland of the mayor's office said, "The FY2012 budget includes pay increases for employees, many of whom have not received an increase since 2008.

"While the total compensation for all employees has increased over the past several years due to the increases in the cost of benefits, the mayor and council recognize that many city employees have not had an increase in salary for over three years and have tried to address this as much as fiscally possible in this year’s budget."

The pay of City Judges Sherry Paty and Russell Bean goes from $154,320 to $156,792.

The pay of Mayor Ron Littlefield stays at $146,607 and the pay of finance director Daisy Madison remains at $124,812.

The salary of Dan Johnson, chief of staff to the mayor, rises from $119,709 to $123,300.

The pay of Steve Leach, public works administrator, goes from $111,617 to $114,966 and that of Donna Kelley, personnel director, from $111,535 to $114,881.

The pay of Fire Chief Randy Parker stays at $114,868.

The salary of Beverly Johnson, administrator of neighborhood services, rises from $111,070 to $114,402.

Larry Zehnder, parks and recreation director, goes from $108,461 to $111,715.

Mark Keil, chief information officer, increases from $108,077 to $111,319.

Bob Colby, Air Pollution Control Bureau director, gets a raise from $107,547 to $110,773.

Police Chief Bobby Dodd is at $110,000.

City Attorney Mike McMahan goes from $105,765 to $107,880.

Missy Crutchfield, who heads education, arts and culture, goes from $103,452 to $106,555.

Phil Noblett, assistant city attorney, rises from $101,156 to $103,179.

Jerry Stewart, waste resources director, goes from $99,573 to $102,560.

Ron Swafford, administrator of human services, is at $102,000.

Lee Norris, deputy public works administrator, goes from $98,062 to $101,004.

Paul Page, general services administrator, gets an increase from $95,594 to $98,462.

John VanWinkle, city traffic engineer, goes from $93,134 to $95,928.

Anita Ebersole, deputy to the mayor, increases from $92,881 to $95,668.

John Bridger, Regional Planning Agency director, is at $93,930.

Stan Sewell, audit director, goes from $90,500 to $93,215.

CRITERIA FOR EMPLOYEE PAY RAISES (Excludes Library & Golf Course)
Pay increases for CIVILIAN EMPLOYEES Full-time, permanent part-time, and regular part-time will be applied as follows:
I. THREE percent for employees hired as of April 24, 2008 not to exceed pay range maximum
a. Employee must not have had a pay increase of 3% or more since April 24, 2008
b. Employee with pay increase of less than 3% will receive incremental difference
c. Employee current pay must be below pay range maximum

II. TWO percent for employees hired after April 24, 2008 but on or before June 30, 2010 not to exceed pay range maximum
a. Employees must not have had a pay increase of 2% or more
b. Employees with pay increase of less than 2% will receive incremental difference
c. Employee’s current pay must be below pay range maximum

III. ONE percent for employees hired after June 30, 2010 but prior to April 1, 2011
a. Employees must not have had a pay increase of 1% or more
b. Employees with pay increase of less than 1% will receive incremental difference
c. Employee’s current pay must be below pay range maximum

IV. ZERO Percent for the following
a. Employees hired April 1, 2011 or later
b. Employees currently at pay range maximum or more
c. Employees receiving an increase (regardless of the reason) in pay that equals or exceeds the applicable increase above
d. Employees Full-time temporary or Part-time temporary
Pay Increase for SWORN PERSONNEL will be applied based on the following:
I. Career Ladder for Police
II. Pay Anomaly Adjustments for Fire
III. Adjustments for Senior Fire Fighters

Longevity pay will be granted for all permanent, full time classified service employees who have 5 or more continuous years of service as of October 31, 2011 at $50 per year for each full year of service for a maximum of 30 years of service or $1,500.
