Hearing Set Dec. 3 On Renewing Air Permits For Several Local Industries

The Chattanooga-Hamilton County Air Pollution Control Board (Board) will receive public comments on certain proposed permits at a public hearing Dec. 3 at 5 p.m.

It will be held in Room 1-A, Development Resource Center,1250 Market St.

The purpose of this hearing is to receive public comments concerning the draft Part 70 major source operating permits for the following permittees and sources:

Part 70 Permit Renewals

• SAIG Aerisyn, LLC, 1025 W.19th Street, Chattanooga, TN 37408, a manufacturer of windmill towers, has applied for renewal of its Part 70 operating permit. This renewal involves no emissions changes.

• Vincent Printing Co.,Inc 1512 Sholar Avenue, Chattanooga, TN 37406, a screen printing facility, has applied for renewal of its Part 70 operating permit. This renewal involves no emissions changes

• Astec Industries, Inc., 4101 Jerome Avenue, Chattanooga TN 37407 a manufacturer of asphalt plants, has applied for renewal of its Part 70 operating permit. This renewal involves a 3.6 tons per year increase in potential emissions of particulate matter from plasma cutters and shotblasting equipment not included in the previous Part 70 permit.

• Sofix Corporation, 2800 Riverport Road, Chattanooga, TN 37406, a manufacturer of color former used to coat pressure sensitive carbonless duplication paper and thermal-sensitive facsimile paper, has applied for renewal of its Part 70 operating permit. This renewal involves no emissions changes.

• Chattem Chemicals, Incorporated, 3801 St Elmo Avenue, Chattanooga, TN, a specialty chemical manufacturer, has applied for renewal of its Part 70 operating permit. This renewal will incorporate significant changes at this facility but will not result in increased emissions.

• City of Chattanooga Moccasin Bend Wastewater Treatment Plant, 455 Moccasin Bend Road, Chattanooga, TN 37405, a municipal wastewater treatment facility, has applied for renewal of its Part 70 operating permit. This renewal involves no increases in emissions.

The U.S. EPA has agreed to treat these draft Part 70 permits as proposed Part 70 permits and to perform its 45-day review provided by the law concurrently with the public notice period. Although EPA’s 45-day review period will be performed concurrently with the public notice period, the deadline for submitting a citizen petition to object to the EPA Administrator will be determined as if EPA’s 45-day review is performed after the public comment period has ended (i.e., sequentially). The status regarding EPA’s 45-day review of this project and the deadline for submitting a citizen petition can be found at the following website address: http://www.epa.gov/region4/air/permits/Tennessee.htm.

The draft permits, the applications, all relevant supporting materials, and all other materials available to the Chattanooga-Hamilton County Air Pollution Control Bureau (the “Bureau”) that are relevant to the permit decisions, will be available for review at the permitting authority, the Chattanooga-Hamilton County Air
Pollution Control Bureau, 6125 Preservation Drive, Chattanooga, TN, beginning October, 24, 2012 from 8:00 a.m. to 4:30 p.m. on weekdays or online at http://www.pollutionsolution.org/company_permitting/public_notice.aspx.

Making Written Comments
