a) An ordinance to amend Ordinance No. 12622 known as “the Fiscal Year 2012-2013 Budget Ordinance” so as to appropriate $75,000.
00 from the General Fund contingency to the Chattanooga Regional Homeless Coalition to be used to provide emergency night shelter for individuals and families during the period December 1, 2012 through February 28, 2013.

b) MR-2011-107 Paul Mallchock (Abandonment).  An ordinance closing and abandoning of an unnamed alley located in the 200 block of Baker Street, more particularly described herein, subject to certain conditions.  (District 1.)

VII. Resolutions:
 
a) A resolution approving additional Chattanooga Area Regional Transportation Authority (CARTA) Parking Ambassadors with special police officers’ commissions for Steve Carpenter, Michelle Ebert, and Daryl Jackson.

b) A resolution authorizing the Administrator of Education, Arts, and Culture to enter into an agreement with Franklin Associates Architects, Inc. to design, prepare for bid, and oversee the replacement of the roof for the Soldiers and Sailors Memorial Auditorium for a stipulated amount not to exceed $43,791.00, plus reimbursable expenses not to exceed $2,531.00, for a total amount not to exceed $46,322.00.

c) A resolution authorizing Tower Place Homeowners Association c/o Mary F. Eubanks to use temporarily the portion of a right-of-way located at 1701 Market Street and 4, 6, 8, 10, and 12 West 17th Street for the installation of awnings, as shown on the maps and drawing attached hereto and made a part hereof by reference, subject to certain conditions.  (District 8.)  (Revised.)

d) A resolution authorizing the Administrator of the Department of Public Works to enter into an agreement with Ragan-Smith Associates, Inc., for professional services, relative to Contract No. E-11-011-101, Central Avenue Roadway Extension, TDOT PIN 117216.00, for an amount not to exceed $760,772.00.  (District 8.)

e) A resolution adopting a six (6) month moratorium on the award of any Special Exceptions Permits pursuant to City Code Section 38-43(4) relating to two-family dwellings in the R-1 Residential Zone to provide time for the  Chattanooga-Hamilton County Regional Planning Agency to provide a recommendation to the City Council on future procedure.  (Revised.)

b) A resolution authorizing the Mayor to execute an easement to the Electric Power Board for the purpose of extending underground single phase primary facilities to allow Hamilton County to construct a new maintenance facility located at Enterprise Nature Park, with the City of Chattanooga and to reimburse Hamilton County for one-half in the amount of $127,500.00, for a total amount not to exceed $255,000.00.  (District 4.)

c) A resolution authorizing the Chief Information Officer to enter into an agreement with a selected vendor to upgrade the current Oracle E-Business Suite (EBS) 11.5.10.2 to R12.1.3.

Crime Stoppers: Fraudulent Suspect At Hobby Lobby

Crime Stoppers and the Chattanooga Police Department are seeking information regarding a fraudulent suspect from Hobby Lobby on Gunbarrel Road in Chattanooga. On March 18, at approximately 2:23 p.m., the suspect entered Hobby Lobby at 2286 Gunbarrel Road. TBI Charges Maine Man In Pornography Case

The Tennessee Bureau of Investigation obtained federal warrants for a Maine man in a child pornography investigation that resulted in his arrest earlier this week. Jermany Scott Claus, 39, was charged with enticing a minor to engage in sexually explicit conduct to produce a visual depiction for said conduct and receipt of child pornography.
