Detailed planning is about to start on a long-sought extension of Central Avenue to Amnicola Highway.
The City Council was set to approve payment of $760,772 to Ragan-Smith Associates for drawing up the plans.
Public Works Administrator Steve Leach said Central Avenue will be extended past Erlanger Hospital, where it has long halted.
He said, "It's not a long distance, but there are a lot of obstacles in the way. It will be a difficult project."
But he said it will be welcomed by many motorists, including ambulance drivers who have to negotiate "a tortuous route" at present.
He said it has been 35 years in the planning.
There are two roundabouts planned along the route, including one at Blackford Street.
Councilman Peter Murphy said a multi-use trail built in connection with the road will give residents of Fortwood and Lincoln Park a direct connection to the Tennessee Riverpark.
