I signed the petition but have a suggestion that may make a bigger impact. 

Since it is a cash only business, pay with change and request they count it to keep you both honest. This gives a taste of your frustration and could imply that we as citizens want change also. 

This could be very effective when they are busy. There are many ways to send a message but the most effective are when you cost the messagee money. 

I always pay with change and one guy even gave me back a quarter I accidentally overpaid.

While I agree that it is a waste of our time and resources there are a few issues with this idea.  

1- They have been taking debit cards for a year or two now at least.  

2 - This really only provides extra stress and frustration for the employees doing the testing.  I imagine it's not the most rewarding job to start with, nobody is happy to be there, and to make it worse is just cruel.  

I've worked in low level customer service jobs and there is nothing worse than someone taking out their frustrations on you when you are just doing your job.

Teen Killed When Thrown From Hood Of Car At Old Kmart On Signal Mountain Road

A 17-year-old was killed Sunday night when he was thrown from the hood of a vehicle at the old Kmart on Signal Mountain Road.
