A four-story residential building is planned at the corner of Vine and Lindsay streets to replace the former "Toast" restaurant that was severely damaged by a fire.
Green Real Estate Group, LLC/David Devaney is requesting to rezone a .079-acre property from R-4 Special Zone to C-3 Central Business Zone.
The applicant is proposing to tear down the fire-damaged structure.
The target population is university students, officials said.
The property is located at 324 Vine St. Parking lots are located to the north across Vine Street, and to the west adjacent to the property. A church is located to the east across Lindsay Street.
The Regional Planning Agency staff is recommending approval of the request.
