Georgia's attorney general is proposing making Chattanooga the second Atlanta airport in exchange for a pipeline from the Tennessee River.
Attorney General Sam Olens made the proposal to Dunwoody, Ga., business leaders on Thursday, according to Reporter Newspapers of Atlanta.
The report said Atlanta is going to need a second airport and Chattanooga wants to be that airport.
In turn, Atlanta needs a water pipeline from Chattanooga, he said.
