The City Council voted 5-4 on Tuesday night to approve a special exceptions permit to allow a townhome development in East Brainerd.
In favor of the project in the 8600 block of Petty Road near Morris Hill Road were Larry Grohn, Yusuf Hakeem, Chip Henderson, Ken Smith and Russell Gilbert.
Opposed were Chris Anderson, Carol Berz, Moses Freeman and Jerry Mitchell.
The planned unit development on 6.5 acres was proposed by Glen Meadows, Joe Ingram and Brent Sexton.
The developers said mobile homes and a single-family home are now at the site.
The project includes 12 four-, three- and two-unit townhomes.
