Wonder if our Tennessee-American Water Co, is the same as the West Virginia Water Co. which has issued such convoluted information about the safety of the contaminated water  in  West Virginia?

The "convoluted information" to which you refer came from government agencies (including the CDC) - - not the Water company. Thus, Mayor Kinsey was on the wrong track.
