Gradually facts get out. There were two NYPD supervisors at the scene of the arrest of Eric Garner. To most people they would have been in charge.
It is reported that one was dressed in civilian cloths and name was possibly Dhanan Saminath. The other supervisor was Sgt. Kizzy Adoni, a black female police officer.
It was also reported that the grand jury gave immunity to the sergeant before she testified.
Why the immunity for the one in charge and calling the shots? Strange that we do not hear of this in the main stream media. These came from the New Yorker.

I'm not sure why the immunity was granted, but I can say with absolute certainty that the sole reason this hasn't been reported more by mainstream media is because she is black, and that would go against their "Racist White Cop" agenda.
The media is scared to death of evidence that suggests racism wasn't a factor, in this and all other cases.
