Permanent Fixes Needed

Re: City Plans To Enter Into Loan Agreement With TDEC For $66.8 Million In Improvements To Interceptor Sewer System:

In the last 40+ years Chattanooga has spent many millions of fixes to the sewer system that were known at the time as simply patches to reduce the frequency of spills, knowing full well that they would not eliminate the overflow/spills.

When will we learn to only spend money on permanent fixes?
