Bond for alleged shooter Jermichael Shakur Brooks was raised to $1.9 million and charges against him, including attempted murder and aggravated assault, were bound over to a grand jury by General Sessions Court Judge Lila Statom on Tuesday morning.
Judge Statom said that she did not consider gang affiliation when deciding if there was probable cause to send his case over. However, she said she did consider it as a matter of public safety when deciding to raise his bond.
She said, "All of us know there are lots of violent games in our community that are wreaking havoc."
Detective Andrew Peker said the defendant is a validated member of the Crips.
Ladarius Nolly said he had been walking down Rogers Road with two other friends when a black BMW came up behind them. He said it was then that Brooks leaned out of the window and started shooting.
At the hearing, the victim still wore a cast on his arm from injuries obtained during the shooting.
Detective Peker testified that somewhere between five and 10 shell casings were found at the scene. He also said the shooting happened in a residential area.
Prosecutor Cameron Williams said, "Someone who fires that many rounds at an individual, it's indicative of an attempt to kill them."
If Brooks does happen to make bond, Judge Statom also ordered that he could not be within one mile of the victim's residence.
