The City Council on Tuesday approved rezoning for a $35 million project to convert the old Standard Coosa Thatcher site on Watkins Street at Ridgedale to live/work for artisans.
The initial site plan showed 170 residential units, eight buildings ranging from one to five stories, and 256 parking spaces. The residential density is 28.5 units/acre.
However, the council approved up to 205 units.
It was stipulated that four of the old structures would not be demolished if the project does not go through and the property passes to another owner.
An application has been filed to name the site to the National Register of Historic Places.
Officials said one of the buildings on the site is in danger of collapse (not one of the four stipulated) and may or may not be able to be saved.
The site of the old mill is 5.9 acres.
Demolition of the mill began earlier, but was halted by environmental officials over asbestos issues.
The RPA staff had recommended approval of the zoning request, saying it is in keeping with the Oak Grove Neighborhood Plan.
Tim Boyle of St. Louis is the developer.
