Longtime Chairman Of City Board May Have Long Lived Outside The City; Bulls Resigns

The longtime chairman of a city board that backs low-interest bonds on millions of dollars in projects may not have been a city resident as required by state law.

City Council members said they learned that Health, Education and Housing Facilities Board Chairman William Bulls III has long voted from the Westview precinct out in the county.

He resigned later Tuesday.

City attorneys said Mr. Bulls claims that he currently lives at his business at 5310 Brainerd Road. Councilwoman Carol Berz, the Brainerd representative, said, "That address is a business. It's Premier Beauty Supply."

The business is listed on property records in the name of the wife of Mr. Bulls.

Property records also show Mr. Bulls with his wife at 9211 Royal Mountain Dr. in the Mountain Shadows area of East Brainerd. That property was transferred by the couple to Mrs. Bulls last November.

The City Council is currently working to restock the board, which has been unable to meet recently due to the lack of a quorum.

Council Chairman Chip Henderson said there are currently two vacancies on the seven-member board, and the term has expired for Hicks Armor.

The council is taking applications all this week for those who would like to serve on the board. The deadline is noon on Friday.

The selections will be made by the council on Feb. 3 using a process that splits the commission into panels for Districts 1-3, 4-6 and 7-9.

The board members are required to be city taxpayers and voters.
