3 Members Named To Collegedale Zoning Appeals Board

A board of zoning appeals was created with a unanimous vote at the Collegedale Commission meeting Monday night. Recently, the appeals board had been dovetailed into the planning commission.

 

The decision made it into a separate body of three Collegedale citizens. Mayor Katie Lamb appointed Ruthie Gray, who will head up the group, David Barto and Joe Kochis.

The three will decide who will function as vice chairman and secretary. The mayor and City Attorney Sam Elliott will also be in attendance at the meetings of this board.

 

Attorney Elliott said that the board of zoning appeals is a fact-finding body that will hear evidence to make decisions. The judgment can be appealed directly to the chancery court, he said. The city administration also has the right to appeal if not happy with the decision.

 

Director of Public Works Eric Sines received approval for payment of engineering services on the city’s sewer lines. The payment of $10,051 is above the approval limit of the city manager so authorization must come from the commission. The sewer system is being inspected for leaks by filling the lines with smoke. They are also being documented with video and recorded on GIS maps.

 

The October financial report was given by City Manager Ted Rogers. He said that in the first four months of the fiscal year, all revenue is on target. The budget was planned knowing that the majority of business taxes are collected in the fourth quarter and the bulk of property taxes come in January and March. He said that the city lives on the revenue the rest of the year from the money that comes in the third fiscal quarter when 100 percent of these property taxes are due. At the end of October, one third of the way through the year, the city has collected 22 percent of the budgeted revenue and spent 33 percent of the budgeted expenditures.

 

The board of commissioners and mayor thanked Commissioner Phil Garver for organizing the successful Veteran’s Day event at Collegedale’s Veteran’s Park. Attendance was above that of prior years, said Commissioner Ethan White.

 

Commissioner Garver acknowledged the Collegedale Adventist Middle School that will be hosting a Thanksgiving lunch for the city’s police department. He said the value of the lunch is that the students feel comfortable with and want to connect to the police.
