Cost Of Prohibited Signal Mountain School Sign Is $85,000 - And Response

In the bid proposal for the Nolan school addition is $85,000 for a reader board, which is a sign that is not allowed on Signal Mountain and never has been. The school would need a variance for this type of sign from the town council, which it does not have. 

Councilman Chris Howley, supported by Councilman Bob Spalding, has been working since he was elected to accomplish his goal of erecting an electric message board that will catch the eye of all who drive past on their way to Nolan and SMMHS.  

The cost was originally thought to be about $25,000, a figure the PTA was willing to pay.  Maybe the PTA should consider spending their $25,000 on some reading, math, or science material and/or tutors. Recent standardized test scores show there is room for improvement. How about dividing their sign money among the classroom teachers for material they need? Teachers are always spending their own money on extras for their students. 

Mr. Howley, what communication problem will this sign fix? A reader board flashes very short messages as it scrolls along. Information about the schools are available on the school website, the weekly call from the principal, announcements, student agendas, posters, the Parent Advisory Committee e-mails, etc. Speaking of the PAC, the October e-mail contained information (provided by Mr. Howley) that the electronic sign had been approved by the town council, including location and when the messages will be used by each school.  It takes a vote by the entire council for approval of this sign, not just one member.

I urge the HCDE/PTA to spend the taxpayers’ money for educational needs of the students, not a sign giving information parents and students already have.

What does a Reader Board do?  A Reader Board draws the attention of those driving past with a changing message that is brightly lit. Of course, to read the message, the driver has to look at the electric sign. It is difficult to read a sign and watch the road at the same time.

I find it ironic that SMMHS has just won a top spot in a driving safety video contest that encourages students to keep two eyes on the road.  It is hard enough to keep teen drivers focused on driving without putting a sign up that they will pass every day school is in session that says, "Hey! Teen driver. Eyes on the Message Board. Look at me! Keep looking. I might change before you drive past.”  

There is no information on a Reader Board that is so important that it distracts teen drivers. I am sure the PTA can fine many more worthy places to spend their money. What about a one time contribution to the cost of the school SRO?
