Man Arrested After Trying To Flood Out, Blast Out "Tenants"

A 40-year-old Chattanooga man has been charged with trying to flood out as well as blast out "tenants" at a duplex on Harley Lane.

William R. Gilbert, of 3739 Premium Dr., is charged with civil rights intimidation, disorderly conduct, harassment and evading arrest.

Police said they previously responded to the duplex "for a multitude of different complaints."

They said Gilbert claims ownership of the property, "but has never been able to prove it." On one occasion, he left his driver's license with an officer as he went off to obtain eviction paperwork. He did not return.

On one occasion, he was seen operating a loud electric generator and playing loud music during the early morning hours outside the duplex. The tenants said their vehicle was shot up.

Last Friday, the tenants said they saw someone they believed to be Gilbert wearing a ski hood outside their residence.

Police said Gilbert apparently parked his vehicle some distance from the duplex and started walking toward it. The exterior of his body was nearly covered with the ski hood, gloves, jacket and jeans.

At the duplex, he removed an exterior faucet valve assembly causing water to flow freely from the faucet "with no feasible means of stopping it."

He entered the vacant side of the duplex and set up a large stereo to play at maximum volume, then locked the unit, it was stated.

Several officers went to the scene and located the heavily-clad Gilbert near his vehicle after he came out of a wooded area.

His vehicle was towed while the ownership is determined. Police said the tag appears to belong to Gilbert, but did not belong on the truck.

Gilbert's dog was in the vehicle. It was placed in the care of the McKamey Center.
