Zoning was approved by the Cleveland City Council on Monday for an assisted living facility and some professional and retail space at the site of the former Rolling Hills Golf Course clubhouse.
Legacy Village of Cleveland is planning 60-70 units of assisted living and memory care on 8.7 acres on Candies Lane.
Legacy is purchasing the property from Westmore Church of God. Westmore currently uses the former golf clubhouse for its youth facility. However, it is planning to build a youth center, as well as a new sanctuary, on another part of the former golf course.
The assisted living would be one- and two-bedroom units and include about 50,000 square feet. It would adjoin the current Heritage Place development.
Approximately 30-40 new jobs would be created with an annual payroll of $800,000 to $900,000.
The professional and retail space would include one- and two-story buildings with from 5,000 to 10,000 square feet per building.
One resident said he supported the plan, but objected to commercial zoning. He said if the church plans fell through the site could become home to a movie theater or a big box store.
Westmore Pastor Kelvin Page said the church plans to give property for the planned Candies Creek Greenway and to set up walking trails and a park on an additional 30 acres the church owns.
