The Cleveland City Council voted unanimously on Monday to alert TDOT that it doesn't like a $244,700 fix for a traffic safety problem at the junction of Eighth Street and Broad Street near a monument.
Councilman Richard Banks said nearby residents and Lee University both oppose it.
Vice Mayor George Poe said he earlier had suggested a simple fix to the problem that has resulted in 42 crashes between 2010 and 2014. He said, "I don't know what happened to that idea."
The proposal would have had two lanes narrow down to one on each of the streets. U turns would no longer be possible near the monument.
City staff members said they could foresee traffic backing up at the narrowed lanes.
The state and city were to have paid $11,400 and the rest would be from federal road funds.
