A new apartment complex is planned for Soddy Daisy. The city’s planning committee recommended rezoning the property at 9449 Dayton Pike from C-2 Local Business District to R-3 Apartment –Townhouse District. Thursday night the Soddy Daisy commissioners voted unanimously to change the zoning to allow for the apartments.
Mike Price with MAP Engineers told the commissioners that the project would have 128 apartment units in mostly three-story buildings. Those next to the creek would also have basements. Two outparcels along Dayton Pike would remain C-2. The apartments will be placed behind the commercial development on those front lots.
Mr. Price said that appropriate landscaping is in the design with additional landscaping between the apartment buildings and the commercial buildings. There will also be a clubhouse and swimming pool. Scattered throughout the development will be dumpster pads for private trash pick-up. He told the commissioners that in the back of the complex, there are opportunities for either a playground or a dog yard.
None of the apartments will be for subsidized housing, he said. Rental rates have not yet been determined, but will be at the market rate. The development is being financed with all private funding.
Added traffic was the biggest concern among the commissioners. The site plan shows an access point from Dayton Pike in the middle of the property. With around 256 additional vehicles exiting and entering daily, there is the potential for congestion causing traffic problems at the intersection which does have a traffic signal. Another access point that can be used is the road beside CVS which should alleviate some of the anticipated problems, said Mr. Price.
The decision Thursday night only dealt with re-zoning. A second reading of the ordinance will take place at the next commission meeting on Feb. 18. The property owner will be required to come before the commissioners with various other issues for approval before construction can begin. Building is expected to start this summer.
