Red Bank Correcting Zoning Map Mistakes; Police Officers Get Ballistic Armor

Errors have been identified by staff members in Red Bank’s current zoning maps. At the city council meeting Tuesday night a public hearing was held regarding amending the zoning ordinance in order to correct the mistakes. The intention was for no existing uses to be impacted by the changes. However, two property owners found that the new map would affect their property negatively.

Three lots on Low Water Road, currently zoned R-2 and planned for duplexes with one shared driveway, would be required to have three separate driveways if the zoning changed to R-1.

The area needed for the driveways would leave space for just two lots. Another business owner purchased a home on Baxter Street in the R-2 zone which allows businesses, unlike the proposed change to R-1 which allows no commercial development.

The commissioners voted to pass the amended zoning map on first reading and will make changes to accommodate these property owners before the second and final vote takes place.

Rezoning property at 559 Memorial Dr. was approved on second reading to be changed from R-1 residential to RZ-1 residential zero lot line. The planning commission had previously recommended approving the change.

The 2016-2017 budget was amended Tuesday night to appropriate funding for police equipment and repairs to a drain pipe on city-owned right-of-way. The purchase of ballistic armor in the amount of $22,309.00 was approved. This will provide rapid response high impact vests for all patrol and tactical officers in the police department. This equipment is worn over soft body armor for additional protection during high-risk situations.

The budget amendment also provided money to repair a corrugated metal drain pipe on city-owned right-of-way adjacent to East Meadowbrook for the amount of $11,193.00. The property owner will be responsible for the cost of repairs on the portion of pipe other than what is on city owned right-of-way.

Three cars acquired by the Red Bank Police through drug-related investigations were declared as surplus by the commissioners and will be listed on GovDeals.com. Proceeds from the sale will be placed in the 2017 operating budget. The listings will be posted by Friday.

City Manager Randall Smith was given authorization to apply for and participate in the Tennessee Municipal League’s Risk Management Pool Safety Partners Driver Safety matching grant program for $2,500. The city applies for this grant multiple times each year whenever it is offered.

A resolution was passed which authorized Mayor John Roberts to sign a certificate of compliance for Red Bank Wine and Spirits, 3849 Dayton Blvd. This is required in order for the business to be in compliance with state law at the location.

Tyler Garner Howell was unanimously chosen to represent Red Bank on the Hamilton County Water and Wastewater Treatment Authority Board (WWTA).
