The County Commission voted 8-1 on Wednesday to deny a special exceptions permit for a $2.4 million firing range at Retro-Hughes Road at Bakewell.
Only Commissioner Greg Martin was in support.
Opponents and supporters were again gathered at the courthouse, but the commission voted without hearing further argument.
Commissioner Randy Fairbanks said to him "it is not a gun rights issue, but a location issue."
Commissioner Joe Graham called it "a great idea" and a needed project, but he said a different site was need.
Commissioners earlier cited the fact that several families live nearby and other homes have been started.
The proposal by Wade Batson and Justin Whaley included both gun and archery ranges, including a 600-foot range.
The developers said they had planned to install sound abatement measures and said the shots would be fired away from any residential area.
They said it would operate from 9 a.m.
to 7 p.m. and stop at 5:30 p.m. in the winter.
A safety officer would be present at all times, it was stated.
About 80 cars per day would be expected on the mountain road, it was stated.
