Missing Smoke Alarms At Bradley County Courthouse?

I may be wrong about my first guess about the courthouse fire. If so, I'll say I was wrong. But let's look at what's known so far. 

Fire in the mechanical room of the courthouse. Where's the smoke alarm? 

Smoke throughout the entire courthouse. Where's the smoke alarms? 

Extensive damage to interiors. Where's the smoke alarms? 

No sprinkler system, no smoke alarms, no fire alarms. 

Thanks to someone smelling smoke, the fire was extinguished. 

Damage to the courthouse, damage to computer systems, damage to records. Thousands will be spent of taxpayers' money to cleanup the mess. 

Yet no one in county government had the foresight to install fire and smoke alarms. 

Simply brilliant.
