a. 2017-106 Henry Apartment, LLC (R-1 Residential Zone and C-2 Convenience
Commercial Zone to E-CX-3 Urban Edge Commercial Mixed Use Zone).

An
ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning Ordinance,
so as to rezone property located at 341 Stringer Street, more particularly described
herein, from R-1 Residential Zone and C-2 Convenience Commercial Zone to
E-CX-3 Urban Edge Commercial Mixed Use Zone with a cap of three (3) stories or
forty (40’) feet, subject to certain conditions. (District 1) (Recommended for
approval by Planning and Staff)

b. An ordinance to amend Ordinance No. 13071 to incorporate certain properties, more
particularly described below, into the Downtown Form Based Code Area boundary.

c. An ordinance to amend the Downtown Context Map within the Chattanooga City
Code, Part II, Chapter 38, Zoning Ordinance, Article XVI, Downtown Form Based
Code, Section 38-693(2), to add certain properties, more particularly described below,
into the Urban Edge Context Area.

d. An ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning
Ordinance, Article V, Zoning Regulations, Division 28, A-1 Urban Agricultural Zone
to reduce the required minimum lot size and to establish site plan requirements.

e. MR-2017-102 Berry Engineering/Sue Stewart (Abandonment). An ordinance closing
and abandoning an unnamed forty (40’) foot right-of-way off the 2100 block of

f. MR-2017-111 CCW of Chattanooga/B & B Construction (Abandonment). An

ECONOMIC AND COMMUNITY DEVELOPMENT

a. A resolution authorizing the Administrator for the Department of Economic and
Community Development to accept funds and enter into grant agreements with the
Benwood Foundation and the Lyndhurst Foundation for grants awarded to the Public
Art Division for the site prep and ongoing maintenance related to the permanent
installation of two (2) Albert Paley sculptures at Blue Goose Hollow entitled,
“Resurgence”, in the amounts of $65,420.00 and $54,920.00, for a total amount of
$120,340.00. (District 7)

b. A resolution authorizing the Administrator for the Department of Economic and
Community Development to enter into an agreement with Faye Ralston in the amount
of $72,603.33 for the first year, with an option to renew for two (2) additional one (1)
year periods, to perform duties as Program Manager - Lead Hazard Grants, for annual
amounts of $72,603.33, for a total amount of $217,810.00.

LEGAL

c. A resolution authorizing and directing the Clerk of the Council to advertise for
public hearing on October 24, 2017, the annexation of an area contiguous to the
City limits, the property owner of which area, Lookout Mountain Conservancy,
has petitioned the City of Chattanooga to be annexed.

d. A resolution authorizing and directing the Clerk of the Council to advertise for
public hearing on October 24, 2017, the deannexation of certain properties
owned by the Institute of Health and Healing, Inc./Wildwood Sanitarium, Inc.,
within the City of Chattanooga, in Hamilton County, Tennessee.

PLANNING

e. Coradini Properties, LLC/Jennifer L. Coradini d/b/a Vintage Wine and Spirits
(Special Exceptions Permit). A resolution approving a Special Exceptions Permit for
an existing liquor store, change in ownership, located at 800 Mountain Creek Road.

term of two (2) years, with an option to renew for two (2) additional one (1) year

b. A resolution urging public higher education institutions in the Chattanooga area to
opt-out of the State facilities management contract.

Housing Facility Board, and to authorize the Mayor to enter into and execute an
Agreement for Payments in Lieu of Ad Valorem Taxes.

e. A resolution to amend Resolution No. 29191 to authorize the Director of Human
Resources to enter into a blanket contract with OutSource Staffing, LLC and Msi
Workforce for temporary employment services for a contract term of twelve (12)
months with the option to renew for two (2) additional twelve (12) month periods, for
an annual expenditure in the amount of $1.8 million.

f. A resolution to confirm the Mayor’s appointments of Charlene Simmons and D.
Bakari Wells and the re-appointments of E. Stephen Jett, John Bilderback, Jill

g. A resolution authorizing the acceptance of funds from other cities/municipalities,
local non-profit agencies, and individuals to participate in the registration for the City

h. A resolution to amend Resolution No. 28446 for Norfolk Southern Railway Company

i. A resolution to amend Resolution No. 28407 for Norfolk Southern Railway Company

j. A resolution authorizing the approval of Change Order No. 2 (Final) for Barge,
