An officer on routine patrol at 4th Avenue observed a female and a male soliciting from the roadway at the I-24W off ramp. They identified themselves as Melissa Miller and Craig Siniard. Both parties were checked through NCIC for warrants, but none were found. Upon searching Ms. Miller's person and purse, the officer found multiple burned up copper pieces (commonly associated with a crack pipe) both on her person and in her purse. Ms. Miller stated that she used to smoke crack but had not smoked in two weeks.
