Police Blotter: Panhandler Gets Foot Run Over By Reluctant Giver; Woman Doesn't Know Last Name Of Significant Other Who Stole Her Car Title

Police said a panhandler got his foot run over by a reluctant giver at the Speedway on Lee Highway. An officer was called to the ensuing disorder on the parking lot. After he was able to calm all the parties on the scene down, he was informed that Gary Brooks, who was located in the grass behind the business, had gotten his foot run over by a vehicle in the parking lot. Marcus Taylor, friend of Brooks, and two other witnesses said Brooks was panhandling on the lot when he got into an argument with a customer who would not give him any money. Brooks was standing at the driver’s side door of the customer’s vehicle verbally harassing the driver, the officer was told. Two of the witnesses said Brooks also punched the customer as he was sitting in the vehicle. The customer then placed his vehicle in reverse and pulled away. In the process, he ran over Brooks’ foot. After this occurred, Brooks tossed a drink at the vehicle and then began tearing up the water display in front of the store. One witness gave the same sequence of events, but said Brooks did not punch the customer. The officer attempted to speak to Brooks, but he was being belligerent and was intoxicated. The officer said, "He also didn’t provide much of a story as to what happened or how he got his foot ran over." A medic was called and the foot was checked out at Parkridge East Hospital. Because the customer had already left the scene and the employees at Speedway did not want to prosecute for the damage to the water display, the officer said, "I’m not taking any further police actions at this time."

At the InTown Suites on Lee Highway, Susanne Denson said Shaun Standard was throwing his belongings from the third floor and some of the objects hit her car. Standard said it was an accident and he would pay for the damage. Ms. Denson agreed with that arrangement. The car had a broken windshield and a damaged driver's side mirror.

An officer on Walker Road observed a woman walking in the middle of the road. The woman was walking in one direction and completely turned around and started walking in the other direction, then once again turned around and kept walking. She was run for warrants and that came back negative. She said she worked at the Standifer Place assisted living and walked to the gas station to get a drink. She said she was just wasting time before going back to work.

Sean Hall said his Chrysler 300 had been stolen. He said around 12:30 a.m. he went to pick up a friend at 329 Sequoia Dr. When he got out of the car to go to his friend's door, he left his vehicle running. Mr. Hall said a minute later, when he looked back at his car, he saw two black males, around the ages of 19-23 years old, jump in the car and drive off. The only distinguishing feature on the vehicle is an Easy Auto sticker on the top left side of the bumper.

A woman said she was driving on Northgate Mall Drive when she ran over a rather large pothole. She said it caused the front driver side tire to blow out. She said she felt that the city of Chattanooga should be held responsible for this incident, and did not want to make it as an accident report but in a way that the city would pay for her tire, fill the pothole, and it not to have to go against her insurance. She asked for the number for Public Works and that was provided. The woman's husband showed up while she was still with the officer and changed the blown tire for her.

A woman at Beth Sholom Congregation on Pisgah Avenue said a vehicle ran though the parking lot of the church and jumped the curb. It then ran into the back of the neighboring house. Once in the back yard of the house the vehicle struck the HVAC unit and knocked it off. The vehicle then sped off from the yard and headed north towards Old Mission Road. It was described as a gray Nissan SUV driven by a black male. A BOLO for the vehicle was sent out. Police noted the vehicle should have heavy front-end damage. Other church goers stated that the vehicle could have been chasing a person. They had seen a black male in the back of the church parking lot just before the vehicle whizzed through the lot.

Police checked out a theft on Keith Street. Claudia Tedesco said her significant other, "Shane", took the title to her Chevy Venture and sped off on his bicycle. She said "Shane" is "a sweet boy but needs help." She preferred rehab rather than jail and did not want to pursue the matter. She only wanted her property back. Police were hampered in the investigation because she was unsure of the last name of "Shane."
