See Something, Say Something

I watched in horror as the story of the latest school shooting unfolded today. 

Along with television reports there were online interviews with a few students. One young man stated that the alleged shooter “always carried guns and had shown some guns to him”. In addition, the person being interviewed stated that students joked that he (the shooter) would be the one to “shoot up the school”. 

What happened to “see something, say something?” There were remarks made in media reports about “disturbing” items on the shooter's Facebook page. Who holds this type of information and fails to report it?

I have questions about security at the school (all schools) and how the shooter gained access inside the school with a long gun (AR-15) and other equipment.
