County Commission Budget Proposed To Rise Over 14 Percent; Graham, Martin Won't Support Fairbanks Plan

The upcoming spending for the County Commission is proposed to rise by $111,317 - going from $788,939 to $900,256.

The jump would be more than 14 percent, according to the budget proposal submitted by Chairman Randy Fairbanks.

Most of the budget is about the same as the current one - except for the category marked Travel Local. It is slated to go from $73,000 to $185,500.

Chairman Fairbanks was not available for comment. Commissioners said he was away on a cruise.

Other commissioners said they did not have input into the budget.

Commissioners Joe Graham and Greg Martin issued statements saying they do not support the submitted budget.

Vice Chairman Sabrena Smedley said she did not see it before it was turned into county finance office. She said - going back to Larry Henry and Fred Skillern - the chairman works out the budget and then sends it in without review by the others.

She said the Travel Local item is sometimes used for gifts to deserving local groups. She said she provided funds from her account for a Medal of Honor event.

Commission members at one time had $100,000 each of "discretionary" funds available. However, County Mayor Jim Coppinger earlier cut the $900,000 total out of the budget.

When commissioners put it back in, he vetoed the budget.

It will be up to the commissioners to approve the budget, include their own spending in the commission office.

Commissioner Graham said, "After I requested a copy of the budget request for the commission office yesterday, I noticed that the travel expenditure request had been fully doubled from our current $12,500 to $25,000 annually.

"With transparency being one of our core values, I would like to recall that previous chairmen have made budget increases public, allowing everyone - both commissioners and constituents alike - to review them prior to the request submission.

"This budget increase request was proposed without my knowledge or input.

"In reviewing the published travel expenditures on our website, no commissioner has even come close to using the $12,500 currently allotted to them for travel, therefore, I see no need for any increase.

"Seeing as how there is no evidence of need, and since we are always seeking ways to streamline our budget and reduce expenditures, I cannot support this proposed increase.

"As such, I am formally requesting that this unnecessary increase to travel expenses be removed from the commissioners' budget request."

Commissioner Martin said, "I don't think doubling the travel expense of the county commissioners makes much sense when there is no commissioner who spends all of his yearly allotment. I believe it is just a back door way to restore discretionary spending.

"The people that pay the bills said loud and clear a few years ago that they did not think that was the best way to allocate tax dollars. Working together to address the needs of the county is a more appropriate way for the County Commissioners to spend the hard-earned tax dollars of the citizens."
