Chief Wes Snyder: Graduated Driver Licensing
by Wes Snyder, Cleveland Chief of Police
posted May 8, 2008

If you are the parent of a potential young driver, you may have questions about Tennessee’s Graduated Driver Licensing law. This law has been in effect since July 1, 2001. The state of Tennessee passed this law in hopes of saving young lives. According to the Tennessee Department of Safety, motor vehicle crashes are the major cause of death for young people between the ages of 15 and 20.

What are the levels of Graduated Driver Licensing?

Getting Started: Learner’s Permit
Must be 15 years old or older and pass standard written and visual exams.
Must hold a learner permit for 180 days.
May only drive when accompanied by a licensed driver who is 21 years old or older in front seat.
May not drive between 10 p.m. and 6 a.m.

Level One: Intermediate Restricted License
Must be 16 years old or older and pass a driving skills test.
Must have held a learner permit for 180 days.
Cannot have accumulated six or more points on driving record during the six months immediately preceding application.
Must have verification from a parent, legal guardian or driving instructor stating that you have at least 50 hours driving experience behind the wheel, 10 of which must be at night

Level Two: Intermediate Unrestricted License
Must be at least 17 years old.
Must have held an Intermediate License for at least one year.
Cannot have accumulated six or more points on driving record.
Cannot have had an at-fault traffic accident.
Cannot have two seat belt violations.

A driver can apply for a Class D regular driver license without the word “Intermediate” printed on it at 18 years of age or upon graduating from high school or receiving a GED.

Parents, please remember to drive safely. It’s the most important thing you can do if you are teaching your teenager how to drive. Children learn by example.

TRAFFIC TIP
Remember to turn on your vehicle headlights when driving at dusk and whenever you are using your windshield wipers.
