Former Interim Council Member Defeats Former Judge Walter Williams 6-2-1

The City Council on Tuesday night voted to name Luther Shockley as interim council member in District 5.
He defeated former Judge Walter Williams 6-2.
Mr. Shockley picked up votes from Council members Jack Benson, Leamon Pierce, Dan Page, Linda Bennett, Debbie Gaines and Manny Rico.
Those for Judge Williams were Sally Robinson and Carol Berz.
Mr. Shockley was sworn in by Judge Russell Bean.
He will serve until the November election in the post vacated by John P. "Duke" Franklin after he was arrested by federal authorities.
Mr. Shockley, who lives at 4214 Midland Pike, is a retired educator of the Chattanooga City Schools. He served as interim council member representing District 5 in 1998.
He serves as administrative consultant to the Hamilton County Schools, is a supervisor in the Tennessee Alternative Certification Program, a member of the Office of Multi-Cultural Affairs’ Educational Task Force and formerly served on many local boards.
He received a bachelor of science degree from Tennessee State University and a masters degree from UTC.
Former Judge Walter Williams told the council he had plenty of time to devote to the post, saying he is a senior partner in a law firm "and I can come and go as I choose without limit."
He said he had a four-point plan he wanted to install, including setting up a council of presidents of neighborhood groups, a neighbor-to-neighbor program, a safe haven program for young school children and a business forum.
Other candidates were Bea Hicks, Thomas Scott and Angela Clark.
The candidates gave three-minute talks before the council.
