I think I have a common sense approach to the problem at The Passage - why not hire a swimming pool company to do the work?

Mr. Tucker, you are not correct. The city would have to hire another consultant to make sure it was cheaper.
After the consultant was paid and the repairs made, it would still cost a million dollars.
