It's About Time There Was A Focus On The Truancy Problem posted August 27, 2008 It's good to finally see our local judges taking parents to task for the behavior of their children with respect to truancy from school. It's about time. We can speak or write about personal responsibility, but until we begin to enforce it on a day to day basis there will be none. Now if they will just enforce other laws concerning parents and their children in respect to property damage, behavior, and dealing drugs we might even get on track to improving the ability of teachers to teach. However, one might also suppose that issue might be dependent upon the Director of Schools doing as he's required by law. To wit: TCA 49-2-301. Director of schools. — (b)(1) It is the duty of the board of education to assign to its director of schools the duty to: (A) Act for the board in seeing that the laws relating to the schools and rules of the state and the local board of education are faithfully executed; (G) Have general supervision of all schools, and visit the schools from time to time, and advise with the teachers and members of the board as to their condition and improvement; As the direct, day to day representative of the Board of Education, one might also presume he, the Director of Schools, might be responsible for ensuring a safe and efficient learning environment in our schools as specifically stated in; TCA 49-2-203. Powers and duties. — (a) It is the duty of the local board of education to: (7) Suspend, dismiss or alternatively place pupils, when the progress, safety, or efficiency of the school makes it necessary or when disruptive, threatening or violent students endanger the safety of other students or school system employees; Miss out on a few federal dollars for the loss of a student's body from the student body? Collect it from the parent(s) who allow their precious progeny to be little heatherns. There might also be some decreases in cost of operation if our schools in general don't have to expend so many resources tending to the heatherns, but it would require some semblance of an understanding of economics and operating costs (as in, like, being able to read a balance sheet and operating statement) to understand how that might come about. Government functionaries, however, don't seem to understand anything more than going to the citizens' and taxpayers' wallets to take more money to pay the tab for their ineptitude. Improving efficiency just doesn't seem to ever be part of the equation. What's the original context of the old expression "(t)hrow the bums out!"? Royce E. Burrage Jr. Royce@OfficiallyChapped.org |
