Attorney Tom Crutchfield said the payment to Gary Arnold would settle the case.
The $175,000 was the amount agreed upon after a mediation session.
Commission members initially voted against the settlement.
However, there was a second vote after County Attorney Rheubin Taylor pointed out the case would have to go to trial and that could prove costly.
