Letters Praise Long Military, Law Enforcement Record As Leniency Asked
52-Page Sentencing Memorandum Filed In Behalf Of Former Sheriff

A 52-page sentencing memorandum for former Sheriff Billy Long cites his long law enforcement and military career and asks leniency at his Oct. 27 sentencing.

Attorney Jerry Summers asked Federal Judge Sandy Mattice to use his discretion to go below the 10-year minimum term.

The memorandum and attachments include a host of letters from Long family, friends and associates, who said they were shocked when he was arrested by the FBI.

Attorney Summers also cited the cases of other law enforcement figures, including Davidson County Sheriff Fate Thomas, Marion County Sheriff Johnny Uselton and Hamilton County Sheriff's Deputy Lonnie Hood, who got less time.

And he said the FBI "deliberately prolonged and broadened the scope of the criminal offense - and although Long took the bait - it was the FBI that took the steps to make this much bigger than it ever would have been without their involvement."

The memorandum notes that Long served in the Army for three years after high school and later was in the National Guard for 17 years and served in Operation Desert Storm.

It cites his 31 years with the sheriff's department and quotes a number of commendations he received.

It says he retired as the lieutenant in charge of security in the courts.

Attorney Summers said Long is very remorseful about his crimes and said he has accepted full responsibility, including quickly resigning as sheriff.

The memorandum said Long has not been able to visit with his family except via telephone and a video screen.

It says his family has suffered and that family members have had to move in with his second wife, who is a surgical nurse.

The report says he has been a model prisoner at the Bradley County Jail since he was incarcerated Feb. 2. He has been in solitary confinement for his protection.

It says, "The support of Long's friends and fellow officers has been tremendous. The community was in shock and disbelief to hear the news of Long's arrest. Many friends and members of the community appeared at his initial appearances, many people have written letters, and many are expected to be at the sentencing hearing to show their support for Billy Long.

"Although no one has condoned or approved of the behavior that led to Long's arrest, the conduct was so far out of character for Billy Long that many members of the community, the military, and law enforcement have written letters in support of Long.

"The effect of Long's criminal conduct has been devastating to his family. His wife, children and friends were shocked and saddened to hear what Billy had done. His wife of 11 years has been left to manage all of the bills and expenses. His children have suffered by seeing their father locked up and have had a difficult time dealing with what has happened."
