The TBA Environmental Law Section informs its more than 120 attorney members on developments in local, state and national environmental law, regulation and policy, coordinates
substantive continuing legal education programs, and publishes an electronic newsletter quarterly as a forum for discussing the latest trends in the industry.
Attorney Higney concentrates his practice in the fields of litigation, environmental law and administrative/regulatory law as a member of the Chattanooga firm Grant Konvalinka & Harrison, PC.
Mr. Higney assists clients with matters such as Brownfield redevelopments, environmental
enforcement activities by federal and state regulators, defending and prosecuting claims involving hazardous substances and toxic materials or pollutants, and obtaining regulatory permits for new and expanding facilities.
He also represents the Chattanooga Manufacturers Association in opposing utility rate increases sought by privately-owned utilities such as
Chattanooga Gas Company and Tennessee American Water Company.
Mr. Higney earned his undergraduate degree at the University of Tennessee at Chattanooga, cum laude, in 1988 and his law degree in 1991 from the University of Tennessee College of Law. He is a graduate of Leadership Chattanooga (2006) and currently serves as president-elect for the
Leadership Chattanooga Alumni Association, and he is a member and past-president of the Chattanooga Kappa Sigma Housing Corporation Board of Directors.
He is licensed in Tennessee and Georgia and, since 1991, has practiced continuously with Grant
Konvalinka & Harrison, PC, a 24-attorney law firm based in Chattanooga, serving regional and
national clients from its offices located at 633 Chestnut Street, 9th Floor - Republic Centre.
