East Ridge Once Had $25 Million Federal Appropriation, But Could Not Provide Matching Funds

Mr. Whitson said Congress did authorize $25 million in 1996 for an East Ridge levee similar to the one built in Brainerd. However, East Ridge was not able to come up with a required matching $6.25 million. He said that authorization long ago expired.
The flooding last month has cost East Ridge government between $150,000 and $200,000.
It affected 149 homes, 12 apartment complexes and 19 businesses in East Ridge.
Mr. Whitson said some East Ridge businesses have closed due to the flooding, and that is affecting the city's budget.
He said the city had a $560,000 surplus this year, but he is not projecting a surplus next year. "We are watching our expenses closely," he said.
Mr. Whitson said East Ridge is working with federal officials and others to identify funds to help protect areas along South Chickamauga Creek and Spring Creek.
He said some flood-prone homes may need to be bought and razed and others lifted up on stilts.
Mr. Whitson recommended that $79,000 of the surplus go toward flood expenditures.
He said the city has not had an assessment of its stormwater system since the early 1990s.
He said officials don't know where all its pipes are located or what their condition is.
The city on Thursday night held a reception to honor those who aided with flood relief, including 46 government agencies.
