Littlefield Names Leach, Healy, Missy Crutchfield 5 Women, 3 Blacks In New Mayor's Cabinet posted May 24, 2005
Beverly Johnson, who has been deputy administrator at public works, moves over to be administrator of neighborhood services. Staying in place at City Hall are Daisy Madison, chief financial officer; Donna Kelley, administrator of personnel; and Bernadine Turner, administrator of human services. Steve Parks is staying on as police chief. The City Council was expected to approve the slate of candidates on Tuesday night. Mayor Littlefield said, "I am very excited about the outstanding team which we have assembled to lead the city and ensure that services are delivered to all our citizens in a quality and efficient manner. "I have tremendous confidence in the abilities of each of these men and women and believe that their talents and experience will help us build a great city." On the new department of Education, Arts and Culture, he said, "The new structure better focuses existing city resources and creates a constructive and appropriate way for us to make a contribution on the education front." He said he also plans to add a new Office of Multi-Cultural Affairs to focus on initiatives for minorities. The Office of Performance Review that was started during the Bob Corker administration will be continued, Mayor Littlefield said. Mr. Leach has been a longtime administrator at the Planning Commission, and he has been actively involved in securing federal land for the Enterprise South Industrial Park. Mr. Healy, a former star football player at Baylor School and Georgia Tech, had been named by Mayor Corker to head the city's Outdoors Initiative. Ms. Crutchfield was a vice president at Chattanooga State, then she joined UTC in August 2003 as assistant to the chancellor. She is the daughter of state Sen. Ward Crutchfield. Ms. Turner has headed city human services since she was named by Mayor Gene Roberts in 1991. The Howard High graduate has been with human services since the early 1970s. Ms. Kelley has worked in city personnel over 26 years and headed the department for 21 years. Ms. Madison formerly worked in county finance, and she joined the city in June 1992. She took over after David Eichenthal left at the end of December. Chief Coppinger joined the fire department in 1977 and became chief in 1997. Ms. Johnson had been deputy in public works since 1990. She is married to Curtis Johnson, an official with BI-LO. Dan Johnson, who ran for mayor, was announced earlier as chief of staff. Officials said pay has not been finalized, but it will be in the range of $70,000 to $106,000, with most making in the $90,000-$100,000 range. Dan Johnson: Mayor Littlefield appointed Dan Johnson as his Chief of Staff soon after taking office. Mr. Johnson recently retired as the founder and a partner in Johnson, Hickey & Murchison P.C., a well respected public accounting firm which began operating in the city in 1977. Mr. Johnson built the company into one of the premier accounting firms in the community while also maintaining a rigorous schedule of volunteer and community service. Daisy Madison: Mayor Littlefield named Daisy Madison to serve as the city’s Chief Financial Officer. Mrs. Madison was hired as Deputy Finance Officer for the City in June 1992. She later assumed the responsibilities as City Treasurer in January 2002. Since that time she has been instrumental in improving the City’s operations by introducing internet payment capabilities and utilizing innovative financing tools for major capital improvements ranging from traditional bond sales to swaptions. Ms. Madison is a Certified Public Accountant with over 30 years experience in managing the fiscal affairs of local government. Steve Leach: Mayor Littlefield named Steve Leach to lead the Department of Public Works and serve as Administrator. Mr. Leech has served in key roles at the Chattanooga Hamilton County Regional Planning Commission since 1971. In 2001, Mr. Leach was promoted to a top leadership role in the agency and has served as Director of Administration since that time. In addition to his service to the city, Mr. Leach is a retired Lieutenant Colonel in the United States Army Reserve and has been deployed to active duty twice in service to our county. Steve Parks: Chief Steve Parks has served as Chief of Police since February 1, 2004. In that role, Chief Parks supervises 654 employees, including 461 sworn officers. Prior to his appointment he served as Deputy Chief over Investigations and Support Services. During his 25-year tenure with the Chattanooga Police Department he has served as Sector 2 Commander in Uniform Services, Commanding Officer over Internal Affairs, and head of the Police Personnel Division. Jim Coppinger: Chief Jim Coppinger has served as Fire Chief since June 10, 1997 (Chief Coppinger has indicated his intent to retire in October of this year). He began his career with the Chattanooga Fire Department in 1977 and worked his way through the ranks of the department. Chief Coppinger has coordinated an extensive modernization program in the fire department, which resulted in an upgrade of the department's Public Protection Classification by Insurance Services Office (ISO) to Class 2. Beverly Pasley Johnson: Mayor Littlefield tapped Ms. Johnson, a long-time city manager, to serve as the Administrator of Neighborhood Services. As he pledged in his campaign, Mayor Littlefield is strengthening the City’s focus on neighborhoods by better leveraging existing resources. As a result, Community Development will be moved to Neighborhood Services, providing another important tool for the work of the department. Since 1990, Ms. Johnson has been Deputy Administrator of Public Works and handled special projects, budget administration and personnel matters. From 1987 to 1990 she was Deputy Commissioner of Development and Administration for Public Works, where she managed the operations of the divisions of code enforcement, inspections and Better Housing. Rob Healy: Rob Healy, who has been serving as the first Executive Director of Outdoor Chattanooga, was named Administrator of Parks and Recreation. Mr. Healy has more than 30 years of management executive experience building and maintaining successful companies. He began his career at Volunteer Sales Company, a Tennessee based food broker, as a retail salesman and continued his career there for 23 years to ultimately become CEO and President. After selling the company he took on the role of Executive Director for the Make-A-Wish Foundation of East Tennessee where he doubled the organizations wishes, funding and volunteers each year. Mr. Healy believes that his role as Administrator of Parks and Recreation will strengthen Outdoor Chattanooga and enhance its ability to have significant impact throughout the region. Missy Crutchfield: Mayor Littlefield named Missy Crutchfield Administrator of Education, Arts and Culture. Ms. Crutchfield has a varied and extensive background and has been involved in education for most of her career. Most recently, Ms. Crutchfield was the Assistant to the Chancellor at UTC where she worked with departments across campus to strengthen the University’s role in the community. Ms. Crutchfield also served as the Vice President of Institutional Advancement at Chattanooga State where she reported directly to the President. There she managed a number of departments and was responsible for the College’s marketing, media services, print services, fund raising and the publication of Chattanooga on the Move Magazine. Bernadine Wyatt Turner: Bernadine Turner has served as the Administrator of Human Services since 1991. She began her career with the Human Services Department shortly after graduation. In 1972, the Human Services Department was created by the merger of three agencies: Community Action, Model Cities, and Concentrated Employment programs. Ms. Turner became the first Social Services Supervisor after the merger. She was later name housing coordinator, where she developed the first certified housing counseling agency recognized by the Department of Housing and Urban Development. Donna Kelley: Donna Kelley has worked in the City of Chattanooga Personnel Department for over twenty-six years, starting in as Personnel Clerk and becoming Personnel Administrator five years later. Her tenure as Personnel Administrator has included sweeping changes in the functions of the department including classification and compensation, fire and police testing using assessment centers and physical ability tests, introduction of performance measurement; implementation of computerized human resource management systems, and an expanded role in pension and benefits management.
